Note: You seem to be using a mobile device. Uninstalr is an app for Windows, not for mobile devices.
Portable version means that you can run it from any location on your computer. After you are done using it, you can just delete the executable file and that's it.
Protip: If you save it on a USB stick, you can take it with you and use it on any computer without the need to install it. And all your saved settings are automatically saved to the USB device, so they will be always available on any computer you use.
Setup version means that you can install it to your computer and run it from the Start menu like any other program. There is no functional difference between the two versions.
Both versions contain the exact same functionality. The only difference is that the setup version is installed to your computer and the portable version is not.

All these translations are included in the download. There is no need for any additional downloads for these translations.
There’s no Russian translation, because glory to Ukraine. Oh no, was that too political? Anyway.
Warning
Uninstalr is like a safety razor. If you know what you are doing, you can use it to get a really good, close shave. If you don’t know what you are doing, you can hurt yourself.
Before uninstalling anything, always read and follow the on-screen instructions. Carefully review all the data before you proceed with the uninstallation. Always create a backup before doing anything.
